悪い制度だ。 It's a bad system.

　マイナンバーカードのせいで転出届に２時間以上時間がかかりました。

メリットの感じられない制度です。

職員の方のせいではなく悪い制度のせいです。

幸い文庫本があったので時間をつぶすことが出来ました。

　今までは番号を呼ばれて１０分で済みました。

トラブル続きの悪法ですね。

 Because of the My Number card, it took more than two hours to complete the moving-out notification.

It's a system that I don't see any benefit to.

It's not the staff's fault; it's a flawed system.

Luckily, I had a paperback book with me, so I was able to kill time.

 Previously, my number would be called, and it would only take 10 minutes.

It's a bad law that's riddled with problems.
